Description
Location: Open (preferred Washington DC or Louisville, Kentucky)
This person will be responsible for managing approximately $5 billion in enterprise spend. The responsibility includes a combination of direct and indirect spend as well as Federal Acquisition Regulation (FAR) and non-FAR governed purchases across the business. There is also notable spend on clinical-related spend, technology, marketing, travel, staffing augmentation, professional services, and facility expenses, all managed in collaboration with key business partners across the operational and oversight areas within the business.
The CPO is expected to consistently collaborate with senior leaders to deliver a great user experience in addition to positive outcomes aligned with Humana's strategic plan and major goals. The CPO must continuously search for ways to leverage the enterprise spend to drive productivity, optimize costs, and align procurement initiatives across the enterprise in order to maximize the overall business value.
Responsibilities
The following are key success criteria for this role:
Closely align to business plans and needs and deliver at optimal speed
Deliver a simple, easy-to-use, transparent experience for all users/suppliers
Build scalable and cost-effective operations to support enterprise growth
Streamline common processes, systems and roles wherever possible
Recruit, retain and develop top talent with deep category expertise
Deep understanding of requisition to purchase order processes, accounts payable, and BPO management within these functions
Demonstrate in depth expertise on supplier contracting and contracting processes
Lead print operations management as it relates to the quality, cost, and on time delivery of member print within an outsourced model
Effectively support all regulatory and compliance requirements
The CPO will lead an organization of 100 associates across multiple locations and manage an annual operating budget of $15 million. This person is also expected to oversee offshore resources that directly support the Procurement the organization and must continuously assess and optimize our utilization of 3rd party resources. The position will report directly to the Senior Vice President of Financial Planning and Analysis, who leads a diverse shared services organization that includes teams beyond FP&A including Tax Strategy, Corporate Investments, Treasury and Procurement.
Key Responsibilities
Oversee the corporate-wide strategic sourcing-to-pay people, processes, and technologies necessary to create and maintain world-class performance, profitability, compliance, and speed to market.
Provide strategic, tactical, and operational direction in order to provide outstanding sourcing outcomes, a great user/supplier experience and responsive services/support to meet committed goals and objectives.
Develop and maintain effective relationships with key internal business partners to foster alignment and integration of Procurement goals and objectives with operations.
Lead and participate in cross-functional teams for key products/services and to address broad-reaching process, compliance, or policy-related matters.
Provide oversight and administrative leadership for Procurement process-enabling tools and technology. Actively participate in the development and deployment of technology-based procurement solutions.
Develop strategies and programs to evaluate purchase needs and trends.
Direct category and expenditure analysis and reporting to foster alignment around trend, accomplishments, and emerging opportunities.
Manage the development, implementation, and ongoing management of Humana's Procurement processes, policies, and procedures.
Provide direction and support to strategic M&A processes on key matters in order to ensure proper due diligence and the assessment of integration activities.
Identify business opportunities that maximize profitability. Originate new concepts and innovative Procurement-related approaches for the organization.
Lead corporate Meetings and Events Planning to ensure quality events are coordinated for a Management Team and Strategic Partners.
Manage the overall delivery of all member print via a third party, which include regulated standards on quality and effective per unit cost control.
Build a zero-tolerance culture and standard for audit failures which include areas such as accounts payable, member print, and supplier contracting.
Key Candidate Qualifications
The CPO must be an experienced executive with a strong track record of driving significant results across large and complex organizations in a collaborative and engaging manner. This individual must demonstrate the ability to demonstrate senior-level leadership and deliver project management responsibilities while transforming the organization into a more dynamic and agile group. The ideal candidate will also possess the following qualifications:
At least 10 years of business leadership experience with various years in a procurement leadership role in a large corporation (preferably Fortune 100).
Results-oriented with a strong commitment to team and professional development.
Proven results in building, managing and developing a high-performance work team and building/cultivating trust and credibility with multiple stakeholders.
Excellent business and financial acumen
Excellent leadership abilities and management skills with a proven record of strategic-planning, functional transformation, innovation, and change management.
Proven ability to excel in a dynamic and growing environment.
In depth knowledge and experience developing and managing enterprise vendor management programs with focus on outsourcing strategies a wide variety of business and support functions including Technology.
Strong track record of developing and implementing a strategic sourcing plan resulting in significant financial and operational benefits for the organization.
Strong track record of driving operational improvements (design and build) to support the business strategy.
Specific experience and thought leadership in maximizing productivity through the use of innovative and progressive strategic sourcing methods, as well as experience in navigating varying levels of change in a large corporate or multinational environment.
Experienced negotiator with knowledge of current negotiating techniques.
Educational and Professional Credentials
An undergraduate degree is required; MBA and Six Sigma Black Belt certification are preferred. Ideally the candidate will also bring nationally recognized professional certification in procurement such as:
Certified Federal Contracts Manager (CFCM)
Certified Commercial Contracts Manager (CCCM)
Industry Certification in Contract Management-Defense (ICCM-D)
Industry Certification in Contract Management-Federal (ICCM-F)
Associates are required to be fully COVID vaccinated, including booster, or undergo weekly COVID testing and wear a face covering while at work. The weekly testing will need to be done through an approved Humana vendor, and unvaccinated associates should follow all social distancing and masking protocols if they are required to come into a Humana facility or work outside of their home.
